arabic on android less than 3.0

arabic on android less than 3.0

I need to know is the arabic language on android that is less than 3.0
written as letters on all the devices or just the emulators? and if just
on the emulators so is the arabic letter written in a good way on the
devices with android version less than 3.0 and if not how can I fix this
in an easy way?
Edit: What I need to know is if I am developing an android app in arabic
to android version 2.2+ so would I have to add some new classes so that my
app can be readable by the devices with android version less than 3.0 or I
don't have to do anything?
